Job Overview:

The Proposal Coordinator is responsible for overseeing the company’s Proposal Process.  They receive incoming RFPs and organize the internal structures and assign deliverables to Technical and Commercial Stakeholders, ensuring accurate and timely execution.  They frequently interact with many internal departments and ultimately help ensure all Proposal deliverables have been captured and completed.  They will frequently conduct meetings and liaise between different PGE departments and personnel.  Additional functions may be assigned by the Proposal Manager.


  • Oversee the development of proposals in collaboration with the Client Management, Business Development, Operations, Subject Matter Experts, and other personnel, as warranted
  • Draft and finalize Proposals and RFP documentation
  • Create file structures and ensure document compliance
  • Work with other proposal operations staff in preparing all proposal development documents based on RFP requirements, including: Proposal management plan, Schedule, Outline with content etc.
  • Plan, schedule and oversee RFP, RFQ, MSA Kick-off meetings
  • Ensure compliance and develop compliance matrices in response to RFPs, RFQs, etc. and help ensure quality within our Proposals and Proposal Deliverables
  • Lead development, collecting, and reviewing clarifying questions to be submitted to the customer based on RFP requirements
  • Lead proposal team from RFP release through submission, to include: Managing all proposal volumes, conducting daily tag-ups, working with engineers and others to develop content, organizing final reviews, etc.
  • Coordinate stakeholder negotiations meetings and assist with action items related to terms & conditions, legal, insurance, bonding, and safety requirements for contracts and Master Service Agreements (MSA)
  • Analyze customer request for proposal (RFP) specifications in support of the PGE’s bid/no bid process and risk review requirements
  • Coordinate the collection and accumulation of cost, scheduling, and performance elements from cross functional departments during the proposal process
  • Collaborate with pricing, training, finance, contracts and subcontracts, etc. to ensure appropriate content integration as required
  • Monitor proposal updates (amendments, answers to questions, etc.) and keep proposal teams updated
  • Communicating effectively with leadership and staff throughout the entire lifecycle of the proposal
  • Ensure timely deliverables and compliant proposals
  • Document and analyze lessons learned to improve processes
  • Work with the stakeholders and capture management teams to develop content and messaging to help identify and define company strengths discriminators, and key features in order to win opportunities
  • Utilize our CRM system to help monitor opportunities and make necessary updates during development phase
  • Communicate with subcontractors as warranted
  • Work with inter-departmental personnel to support special projects and business process improvements on an ad hoc basis

  • Bachelor’s degree in engineering, or from an accredited university preferred.
  • Excellent verbal and written communications skills are required.  
  • Proficiency with Microsoft Office Products
